Correct but the question is who is "best", not who would win in a fight. I take best as who has the superior catalog, who is a more interesting character, who has made the bigger impact on our culture. In all of these respects Bond wins hands down.

But Jack Bauer is the LEGEND. He practically does everything ON HIS OWN. Not to mention the teasers to the teaser trailer at the super bowl was epic.
