COALITIONS PREMIUM PACKAGE - What does it do?

The package claims you can create a coalition, however I can create one with 10000sp.
Also, a premium friend tried to create one, also having some issues needing 10000sp.

So what exactly does this do? I want to create one with out the 10000sp limit and want to know if that is
possible.

I believe creating a coalition will cost you the 10000 sp with premium. Without premium, you simply cannot create one.

I think you get premium for a little while when your new so that might explain why you can. Or maybe the option is there but it will block you when you go to do it. I'm not sure.
