Can someone explain what turn blocking is and why I'd do it?

Turn blocking is when you attack an enemy city or units to prevent them from moving for 1 turn. To turn block you must prioritise your moves. You have higher chance of turnblocking when your first moves are to attack the targets you want to turn block. If your opponent's first move is to move that target that you want to turn block then the chances of successul turn blocks reduces. However, if he moves the target on his second move, third move and so on, the chances of evading turn block reduces. It's very useful when you want to slow your enemy or when you want to capture an important city. It can win games sometimes.

Does it matter how early into the turn the moves happen, or just per-action? As in, if someone moves units out of a city a minute into the turn, and I try turn-blocking them with my first action an hour after the turn begins, will they be affected by the turn-block? Also, can forming a wall turn-block someone?

No it doesn't matter, what matters is the order of your moves. You can do your moves an hour after your enemy but as long as you priorities your moves it'll be the same. And no. Walling can't turn block. But in certain situations when you wall your enemy's cities they can't move their units outside of the wall.
