Need help understanding Drawing Borders

I cannot figure out how to draw borders in edit mode without using snap point. They look terrible, however when ever I hold ctrl and then click it is again snap to point. Am I doing something wrong. My system is a windows 8.1 and I have this problem on both chrome and internet explorer running the latest Silverlight.

Here is how you draw borders you basically are aiming to join the 1st point and your last point and form a shape. Hold down ctrl while drawing will allow you to draw without having the game auto connect you to points it thinks you are aiming for.

Hold Ctrl key during the whole border drawing process, with the exception when you want the border to snap to point (to close territory or to snap to neighboring country).
