You just tinker with the units.

First of all, all units are Ground: Other, therefore all unit type bonuses are neglected.
After that, you make the HP of all units 100, thus making IF obsolete.
Then, you make the unit costs 0, making imp useless, while all cities have 1 income, making LB unplayable.
Finally you make all unit defense 2, making Blitz suicidal.

There you have it.

Well... IF reduces view range as well doesn't it? So if the unit has 102 HP instead of 100 and meanwhile can't see shit then it's not worth it.
