Kosovo, Montenegro, and Macedonia

I noticed recently that these are separate political entities on the map, but you can't capture them. This results in some pretty wonky looking borders.

My Idea: Make them full fledged countries with small reinforcement rates, or at the very least mold them in to some of the neighboring countries.

They already are countrys that can be captured, you just have to turn on the "100 extra citys" tick box in advanced options.

Huh. Only ticked it once and I guess I just didn't see the cities.
