Whitehorse, Northern Territories

You can only get this capitol by adding 100 extra cities. If you're playing a normal game you cannot capture the northern territories in Canada. I think this city should be added to the normal game.

This is the intended behavior. In fact, switching on additional cities add quite a few countries that are not playable in the default mode. The entire population of Northern Territories is something like 20000, so I don't see any reason to include it by default.
